The Photos app will now attempt to repair your library, and display a bar to indicate its progress. This process can take a really long time depending on the number and size of the photos in your library, so be patient and let it finish. Once the repair process is complete, you’ll be dropped back into your Photos library. 1. Check if you have enough space on iCloud

Specifically, up to 2000 photos will consume iCloud 5GB storage and lead to iCloud storage full error. If your iPhone photos won't upload to iCloud, check Settings > iCloud > Storage.
2. Sign out iCloud and sign back in
Sometimes the basic solutions turn out to be something you may ignore. After I did a good deal of searches on various forums and found a user with photos not uploading to iCloud Photo Library citing that the Apple Support told him to sign out of iCloud and then sign in. And the fix works for many users. Another similar fix is to toggle iCloud Photos on and off, that also helps!
3. Reset your network settings

If you back up your Mac with Time Machine, you can easily restore a photo library to its state when the last backup was performed.
Note: If you use iCloud Photos and you restore the System Photo Library from a Time Machine backup, any photos you’ve deleted since the last Time Machine backup are restored to your Mac and uploaded to iCloud again. If you chose to optimise Mac storage, Time Machine may not have a backup of your originals. However, the originals are stored in iCloud.
If the Photos app on your Mac is open, choose Photos > Quit Photos.
Click the Time Machine icon in the menu bar and choose Enter Time Machine, or choose the Apple menu > System Preferences, then click Time Machine.
Time Machine opens and shows your available backups.
Click the date of your last backup, navigate to the backup of your photo library, then click to select it.
Click Restore.
Depending on the size of your library it may take some time for your library to be restored. When you next open Photos, you should be able to use your Photos library as it was when last backed up.
