BOCW Act is a Central Act, but under the provisions made in the act, the State Government will form their Rules as per their state's requirement.
As the contents in the BOCW Act & Rules are having Technical aspects, presently almost all the states has empowered the Factories Inspector of the respective District to take care of BOCW Act. Hence the concerned Factories Inspector will be the BOCW Inspector and the Factories Commissioner will be BOCW Commissioner.
BOCW Registration for the contractors will be issued by the Factories Inspector and the Assessment also be done by te Factories Inspector.

The funds collected undrer bocw is in hundreds of lakhs. my question is how the funds utilised for welfare and benefit of workers.

The collected funds will be utilised for the benefits of the Building and other construction workers.
Female workers will get some grant during the maternity period/delivery.
The Children of the Construction workers will get educational facility upto Rs.20000/- per annum for higher studies
In case of any accidental death the family of the construction worker will get Rs. 200000/- as exgratia.
In case of any permanent disability then the construction worker will get Rs.100000/- as compensation.
and many more benefits are available in papers.
The construction establishment should get registered under BOCW and the workmen also must become and register himself through the establishment as a beneficiary under BOCW Act.

Being in construction industry and registered with gok I have no clue about distribution of funds to workers.The funds collected are in thousands of crores lieing unutilised.can govt not plan and streamline disbursement of funds to needy.
